Both are manipulative Nikkes who put on a maks of kindness that hides a darker personality beneath, but Dorothy has a third layer beneath her darker traits that secretly desires companionship while Crow has no such depths. Dorothy's StartOfDarkness was the loss of her original team (especially Pinne's death) while Crow doesn't really have any respect for her team and prefers to work alone. As with Nihilister, Dorothy initially dislikes the Commander but is slowly moved by their kindness, while Crow makes it clear that even if she likes the Commander, she will kill him to achieve her goals.
