** Ever since Babylonia, it's been said by Gilgamesh that he and/or Merlin could serve as Grand Casters because they fulfill the requirement of Clairvoyance EX. It was never said another one couldn't arise in the seat if the former gave it up. To further drive the point home, the same chapter has the Grand Assassin King Hassan give up his seat to force the concept of mortality on Tiamat.
** Building off the above, a chapter before the 7th Lostbelt was Tunguska Sanctuary, which focused on Koyanskaya becoming Beast IV because the seat was opened by Primate Murder, aka Fou, giving it up to bring Mash back to life. Given the corresponding relationships between Beasts and Grand Servants, if another being can fill up the slot of a Beast, then why can't a Grand Servant do the same?
