Trope is for when the character is dropped entirely for no reason. If they were killed by the nukes, then it wasn't for no reason. They were killed by the nukes. You may well say the partygoers were an example then. If Cooper is looking for them, then they weren't dropped from the story, they're just not present in the story right now.

Ultimately, Bud's only victory is achieved because Norman was so shell-shocked at the truth behind Vault 31 that he took his eyes off him for a moment too long.
