The Global Relief Effort is a humanitarian organization that was founded in 2002. They're the ones who are dropping supplies and Antizen into Harran. Very little is learned about the GRE over the course of the game, and it's unclear how large or how powerful the organization is. They airdrop Kyle Crane into Harran at the beginning of the game in order to secure a top-secret file that supposedly contains an incomplete cure for the Harran Virus.

* MysteriousEmployer: Very little is learned about them over the course of the game. The only contact with the GRE that the player has is through Kyle's handler.
* WellIntentionedExtremist: They order Kyle to do some pretty morally-dubious things in order to complete his mission, such as having him destroy life-saving medication or turn Jade over to Rias in order to possibly secure the file. They justify it by saying that the file is not only essential to finding a cure for the Harran virus and that potentially millions, if not billions, or lives are on the line.

Even taking into account the usual zombie traits, the Toad is covered in multiple bioluminescent green tumours on its upper torso and head and has a severely distended chest cavity. To cap it off, it will also occasionally regurgitate it’s own guts in the process of spitting its acid and will need a couple moments to draw it all back in again afterwards.

* IdiotBall: When he's ordered by the GRE to [[spoiler: destroy the last Antizin drop in order to force the tower to make a deal with Rais]] he's appropriately shocked by the request...but does it anyway. At no point does he ever admit or apologize for it to anyone in the tower and it's pretty much never brought up again. If he hadn't done that, he wouldn't have put Jade and the tower at risk and probably could have still found a way to Rais.
