While Freeza and Cooler are among the strongest in their own universe, they're too weak in the tournament and anyone who can turn super saiyan or is around that level trivializes them, and they're not smart enough to manipulate things in their favor and just fruitlessly search for the dragon balls. Cold is the closest thing to an exception, since he gives Bra a rather tough fight, forcing her to reveal some of her skills, and during the Majin rebellion he's clearly one of the strongest of Babidi's minions, but that's about all there is to him. Even the reveal that Cold [[spoiler:is actually Ginyu didn't make much of a difference. While he did take control of Bra's body, after his fight with her, he's put back in his own body 14 pages later and nothing else came from that]].
