A mysterious, emotionless man who works as an arbiter on the fifteenth floor. Speaks in a very detached tone, and doesn't like bringing personal feelings into his work. He's professional and respectful towards guests. In his past time, he likes making mannequins, and makes world-class cocktails.

* Expy: Unintentional or not, Decim bears an uncanny resemblance to Ginko from {{Mushishi}}, both in appearance and power, and behavior to a small extent.

* TheStoic: He's unflinching and robotic, and doesn't seem to feel any emotion other than apathy and rarely, shock.

* ExoticEyeDesigns: The arbiters each have cross-shaped symbols around their pupils.

* LoopholeAbuse: The rules for each game can essentially be whatever they want. They have no qualms about manipulating which game is to be chosen if it will help the guests uncover memories more, as seen in ''Billiards''. They're pretty vague when they give the rules, and they don't specify that the rules they stated are pretty much the ''only'' rules to the game. Meaning people are free to cheat, steal, threaten, or abuse their opponent unless the bartender specifically says not to.

* UnusuallyUninterestingSight: The people who come into the bars mention nothing about Decim's odd hair coloring or strange eye pattern.
