! Europe

->Ruling Party: National Adaptation Party
->Ideology: Mastery
Scotland may not look like a powerhouse, but it leads an alliance with greater potential. The North Sea Alliance meant to make those low countries fight the rising tide together before the end of the Dark Days, but is now aiming to dominate the seas. The power struggle between England and Scotland for leadership is dynamiting the Alliance from within. As England teeters on the verge of civil war, European powers are mobilizing to support their respective sides in the unavoidable conflict. The destiny of the Alliance lies on the need of these countries to find common values, through war or through peace.
----
* HegemonicEmpire: The North Sea Alliance by the 23rd Century is effectively this in practice, with Scotland serving as the regional hegemon. This, coincidentally, has caused frictions with England that come to light as the latter devolves into open civil war.
* PersecutionFlip: Scotland is not only the dominant power in the British Isles, but also finds itself lording over an impoverished England in an ironic reversal of the United Kingdom's old socio-economic paradigm, with many Englishmen viewing their northern neighbors with disdain. This can come back to haunt Scotland, depending on the policies pushed and on who emerges victorious in England's civil war.

!!Duncan Hughes
->Role: Head of State
->Party: National Adaptation Party
->Ideology: Mastery
->In-Game Biography Born to a local shipping magnate in the Scottish port city of Aberdeen, Duncan Hughes was something of an enigma when he first appeared on the political circuit roughly a decade ago. Schooled at the Sturgeon Naval College and given an otherwise comfortable upbringing, biographers have long since attributed the quirks of Hughes' personality to his time spent as a teenager working at his father's docks. His father had insisted he work as an apprentice longshoreman to instill a strong work ethic, and yet, the experience seems to have jaded Hughes, as the other dockhands had little regard for "a soft-handed boy underfoot" and paid him only as much attention as required. Still, some might say his father was right - in the present day, Hughes is known as a remarkably tireless man with little fear of difficult confrontations.\\\
Hughes is recognized as one of the first to publicly acknowledge the growing gap between the North Sea Alliance's potential versus other world powers. Named as head of the Priority Development Committee, Hughes can be credited with securing many of the trade deals and alliances that allowed for the relatively swift ramp-up to national production.
----
* AdaptationalBadass: In Duncan Hughes' original backstory in Beyond Earth, he was an outsider who's seen as a threat to the "Green Resilients" controlling the North Sea Alliance, viewing his ideas and support for the Seeding as a waste of time and resources. Here, however, Hughes and his supporters are the ones running things.
* HonestCorporateExecutive: Before entering the political arena, Duncan Hughes had already established himself as a working man's executive, having worked his way from the bottom up without ever forgetting the people who helped him get that far.
* WorkingClassHero: Inverted. Duncan Hughes is the son of a wealthy Scottish shipping magnate, yet worked his way up from practically nothing, and has a great love for the common people. Combined with a knack for engineering, these would propel him to the halls of power in the North Sea Alliance.

* HowTheMightyHaveFallen: While England is a member of the prominent North Sea Alliance and retains some regional prestige, it's clearly fallen of hard times. Much of its once-picturesque towns and countryside have been reduced to squalor, while the country's government is all but ineffectual, further adding to domestic turmoil. Depending on who emerges from the ensuing civil war, Britannia could either once again rise to some prominent or slide further into political irrelevance.
* ProxyWar: England is in the middle of a nonviolent one (at least initially) between the rest of the North Sea Alliance (backing the NSA-aligned New Labour government), the German Federation (backing the environmentalist English Spring), and Franco-Iberia (backing the English Front seemingly out of a lack of better options). There is also a fourth faction, the Liberal Democrats, who stand on their own without international support.
* TheResenter: In an ironic reversal of historical trends, a sizable portion of the English population views their Scottish neighbors and erstwhile benefactors with disdain, as outside interlopers.
* RightfulKingReturns: As revealed in a leak, England can potentially restore the monarchy, with the House of Windsor once more reigning after a century.

!!Barbara Taylor
->Role: Head of State
->Party: New Labour Party
->Ideology: Mastery
->In-Game Biography The "New Labour Party" of Barbara Taylor desperately scrambles to catch the pieces of a crumbling state alongside their benefactors in the Highlands. With Taylor herself, a union worker before her time in politics, at the helm of a government who spends its time squabbling and sitting blinded within the confines of the city of Birmingham, she is the one the population blames for the decades of inadequacy and incompetence, and her efforts to correct course and save the nation from despair may only tip it over the edge.\\\
Advocates of industrial renewal and embracement of the future, it is the Masterist decree that England can only survive if it is to push ahead with vigour, a stiff upper lip and the recovery and alteration of what remains. After all, the Industrial Revolution was born in Birmingham, and so, one might hope, a Masterist Revolution may yet march on from there too.
----
* ZeroPercentApprovalRating: By the mod's start date, the New Labour Party is barely clinging onto power over an ineffectual government.
* BeleagueredBureaucrat: Barbara Taylor has the thankless task of salvaging an unpopular, barely-functional government, while trying to stay in the good graces of her benefactors.
* TheQuisling: Downplayed. While Barbara Taylor genuinely believes that she's fighting for England's Masterist destiny, she and the New Labour Party also take the word of their Scottish benefactors with equal weight.
* WellIntentionedExtremist: The New Labour Party believes that its ambitious Masterist Revolution will revitalize England, whether its people want it or not.

!!Cassie Kennedy
->Role: Head of State (Civil War victory)
->Party: Spring Party
->Ideology: Harmony
->In-Game Biography England is not dying, England died a long time ago. England died with the drowning of London. England died when the rest of the world died. Yet there are those in power who seek to escape drowning by tying an anchor to their feet. There are warmongers who would subjugate these fair, floundering isles. There are fools who would refuse to release their pride for the good of the people.\\\
Cassie Kenney hails from a valley in Lancashire. Or rather, she once did, before her home had flooded six times in a decade. Before the government's inaction left her family without food, water or electricity. Before a starving young teenager beat her boyfriend to death in the night when they were robbed, only for the burglar to find an empty fridge. Before the desolation forced her to move to Birmingham, where she saw the fire of fire of industry burning bright. Cassie did not blame the teenager for her boyfriend's death, just as she does not blame the river for rising. She saw the problem at its core. The government. The "Masterists". The people who continued to poison the land, even as it was sinking beneath them. Cassie founded the Lancashire section of the Spring Party, but only a year later, she was voted as the leader of the entire, nationwide party. She saw the path forward, and it would not be through inaction.\\\
England's corpse is blindfolded, but the Spring can see it through the dark. It is all they can hope for.
----
* GreenAesop: The Spring Party believes that in addition to government inaction, England's obsession with indusrialization has led it astray and that only by embracing a more sustainable, green future could society rebuild.
* ItIsBeyondSaving: Cassie Kennedy believes that England died a long time ago, though its corpse could yet bring forth a new, more progressive society.
* WellIntentionedExtremist: The Spring Party envisions a brighter destiny for the shattered remains of England, even if the road ahead would be paved with the blood of those deemed warmongers and especially those aligned with the government.

!!Nigel John-Hall
->Role: Head of State (Civil War victory)
->Party: English Front
->Ideology: Purity
->In-Game Biography What is England anymore? England is a bloated corpse, and all around, it is defiled. The so-called "New Labour Party" attaches machines and lights to watch it twitch. The "Harmonists" seek to decorate it with flowers and pretend all is well, and the "Cavaliers" would perform a ritual of salt and candle to resurrect it.\\\
No. England is long-dead, and only the great can avenge her.\\\
Enter Nigel John-Hall, founder of the English Front, Republican Army veteran and, according to the "government" in charge, now designated a terrorist. He, who wishes to lead England free of her course of degeneracy and technological rape. He, who fought for the people and received a pension of trinkets and meaningless praise. He, Nigel Barton Ibrahim John-Hall, a terrorist.\\\
No. They are the terrorists. The defilers of English pride and beauty. The match is struck, and England will crawl from this black abyss, or Nigel will fall screaming with it.
----
* EqualOpportunityEvil: Nigel John-Hall is an openly gay widower and implied to be mixed-race. He also happens to be the leader of the English Front, an extremely violent, nationalistic and technophobic organization considered as terrorists by the English government.
* EvilReactionary: While the English Front invokes a distorted memory of an England long-gone, it has no plan of going back to some nostalgic vision when it's already dead in Nigel John-Hall's eyes.
* RoaringRampageOfRevenge: The English Front's entire purpose is to avenge England's demise at the hands of those who had defiled it, and to rebuild it in its image. At gunpoint, if need be.

!!Arthur Burr
->Role: Head of State (Civil War victory)
->Party: Liberal Democrats
->Ideology: Neutrality
->In-Game Biography Arthur Burr is a man of eccentric character, but solemn, grounded resolve. When his family's modest fishing life was replaced by the roar of a new, Scottish-made Industrial Trawler, he grew to resent the ruling party and its industrial overlords in the Highlands.\\\
When his mother was sick and dying, and the medicine to save her life was unavailable when an English Spring protest had its manufacturer closed down, he rejected the idealism of the Harmonists.\\\
When he was poor and living in a Newcastle slum, an English Front rally beat him to unconsciousness when seeing his prosthetic hand that replaced the one lost to an industrial accent, he cast out the blind hatred of the Purist.\\\
And so, to Arthur, the world had betrayed him. But the eccentric Burr would not let the world around him bring him to ruin. To, as an old adage put it, "Keep Calm and Carry On". It was this determination that brought him to others like him who held similar tales. Similar disdain for factionalism. For the low that decades of rule had brought them to, and the danger that the alternatives might sink them even lower. But unlike his comrades, nihilism was not enough for Arthur Burr. He sought to do something about the world around him, and so rallied his supporters behind what he described as "Cavalierism". He did not fight for an ideology or a foreign benefactor. He fought for England. He did not espouse harsh Masterism or naive Harmonism. He espoused the spirit of England. He did not hope for a technological salvation, nor did he hope for an impossible recovery. He hoped for England, and that her people might finally see the error of their ways. That England might finally stand on her own two feet and proclaim herself a sovereign, free land, even after the decades of blood, toil, tears and sweat.
----
* DarkHorseVictory: Arthur Burr and the Liberal Democrats lack foreign support and are seen as ineffectual throwbacks by the other contenders for England's future. This in turn makes their prospective victory all the more surprising.
* GoodOldWays: The "Cavalierism" espoused by the Liberal Democrats rejects the worldviews of the other contenders outright, hearkening back to days of the old United Kingdom, and of a sovereign England free of ideologues and extremists.
* TraumaCongaLine: Arthur Burr went through one of these growing up, with three of England's main political factions harming his family in some way. North Sea Alliance industrial trawlers ruined his family's fishing livelihood, an English Spring protest shut down the factory that produced medicine needed by his late mother, and a group of English Front supporters assaulted him for having a cybernetic hand. He now heads the Liberal Democrats, having long since rejected the ideals of the other factions.
* TheRemnant: The Liberal Democrats are a surviving relic of the old British political system before the Great Mistake.

!!King James III
->Role: Head of State
%%->Party:
%%->Ideology:
----
* HumbleHero: The man who would be James III of the House of Windsor is little more than an unassuming manager of a solar company in an impoverished England. He nonetheless takes his duties as the informal sovereign of his country seriously, and should he assume the vacant throne and restore the monarchy, he will humbly seek to help lift his people up with little in the way of ceremony.
* ImpoverishedPatrician: Since the Great Mistake, the Windsors have seen better days, with the would-be James III being an otherwise unassuming manager of a solar company.
* ModestRoyalty: Even if the monarchy is restored, the House of Windsor retains an air of austere modesty, prioritizing their role of guiding the nation over pomp and circumstance.

Following the Great Mistake, the European Union collapsed under the pressure of mass immigration, the loss of major coastal cities, and the end of the global economy. But the dream of a united Europe endured. In the pristine halls of Paris, Madrid, and Lisbon, plans were laid for the establishment of something greater: The Franco-Iberian Federation. Forged through fire and floods, the Federation is the master of Europe, with hundreds of millions calling it home. Marshalling the remnants of West European cultures, the Federation has ambitious dreams: to see the reestablishment of united Europe on the world stage.

It has the ability to expand its influence further across Europe and the Mediterranean as part of a number of possible international bodies, including the République du Lys, the Mediterranean Federation or a re-established European Union.

!!Élodie Batteux
->Role: Head of State
->Party: Partido NationaleNational Party
->Ideology: Purity
->In-Game Biography Long wealthy, Élodie's lineage traces back to the nobility and privileged elite of France and Italy a millennia before the Great Mistake. Her family's prestige and influence was not, however, based on its peerage, but rather on the immense fortune it had amassed over the previous two centuries from its holdings in agriculture, food processing, pharmaceuticals and textiles. Born in Europe's foremost fertility and maternity clinic in Braga, Élodie was her parents' only child. Raised in luxury along the Cote d'Azur and the Costa del Sol, Élodie became a media darling as a teen, although not always portrayed in a flattering light. Accused by her detractors as an isolationist, and a European elitist, Élodie certainly possessed a famously acerbic tongue and quick wit. A strong believer in the value of the Western cultural tradition, she believed that it was up to the educated European elite to guide the masses for their betterment, ensuring the survival of high culture. The best way to do this on Earth was the independence and sustainability of the new Union.

->In-Game Biography Born in Berlin to a German diplomat and a Polish teacher, Lena was raised as a "child of the world". Over the course of 15 years, she lived on four continents and learned to speak eight languages.\\\
Lena fought fearlessly for refugee rights throughout central and eastern Europe. Her early work at the Braungart-Wissel Foundation for Environmental Law garnered her acclaim, and she was soon seen as an emerging leader of sustainability and the environmental policymaking. As she became a prominent lawyer-activist in post-Mistake Europe, Lena was an increasingly easy target for Franco-Iberian politicians. Painted as a desperate anarchist, Lena's non-traditional lifestyle and worldview was frequently highlighted in order to polarize moderates. It was Lena's suggestions for radical measures in everything from economic and environmental policy to urban planning and foreign affairs that underlined the difference between the "old fashioned imperials" of Franco-Iberia and the new techno-green ideology of INTEGR.\\\
It wasn't until Lena's most vocal and harshest critic (and cousin), Élodie, began her campaign for Franco-Iberian politics that Lena's vision for a transmodernist society crystallized. Transmodernism meant xenophilia, globalism, and a place for both tradition and modernity.
----
* ClashingCousins: Lena Ebner is cousins with Élodie Batteux of Franco-Iberia, whose personal rivalry is mirrored in the big ideological schism between the two factions. With Germany and INTEGR's sphere of influence placing greater priority on the idea of progress and humanistic values over Western European civilization.

%%To Eva Rosenfeld, life is complicated but doesn't need to be as complicated as it is. She initially studied to be a Historian, absorbing recounts of events long since passed, eventually climbing to be a Professor of History at the University of Leipzig. Everything from prehistory, to the birth of civilisation in Mesopotamia, and the middle ages became her drive, even studying what has been affectionately titled "The Golden Days" of humanity which brought forth immense technological growth as well as its most insufferable, ecological hubris. Years of studying humanity in its most natural state contrasted with the dying artificial state it has now suspended itself in, then broke the hopeful scholar.\\\
%%Drowning in grief, she began writing her Magnum Opus, the culmination of her new worldview, "The Rights of the Earth". The book was panned by the academic community for being unscientific and more of a manifesto but became a massive hit after INTEGR publicly endorsed it, parading it as a masterpiece of progressive thought.\\\
Now an official affiliate with INTEGR, Prof. Rosenfeld thus champions an agrarian and simplistic lifestyle, free from the crooked nature of industrial life, a life in touch with the spirit of the land and its creatures. %%->Ideology:
->In-Game Biography Of the INTEGR faction, few are as calculated and collected as the elusive Eugen Langer. A certified genius and researcher from the Berlin Research Institute, Eugen prefers to observe the world through a very specific wavelength.\\\
Initially beginning as a chemistry student, Langer's academic life exploded into numerous fields of research, eventually collecting himself 5 [=PhDs=], and publishing more than 30 papers in fields such as Particle Physics, Organic Chemistry and Bioengineering. Renowned for his intellect and feared for his cold attitude towards others, he made few friends during this period of his life, instead sticking close to immediate family.\\\
Sadly however, a brutal blow would be dealt to this stability. Langer watched as his father, his most cherished friend and only remaining parent, died painfully from a treatable infection of the lungs. Discovering that budget cuts had been made to the health department for the sake of increased welfare payments, his formally stoic and logical mind was brought to anger and frustration.\\\
To Langer, the "free" democratic system was revealed to be a paper-thin façade for the ineptocratic mess that was led by a weak and imprudent mass mentality, incapable of leading humanity into the future. INTEGR was therefore the best alternative, a group of alternate-thinking individuals who see that a shift in gear is necessary to prepare for the future. Joining at the first opportunity, his systematic diligence and hard work paid off, forming his own Sophistocratic faction, idolising a scholar-led society. While Langer is certainly no politician, his branch of INTEGR is understandably the most feared for having a true genius at the helm.
----
* CulturalRebel: Eugen Langer - one of the main contenders for leadership of Germany's INTEGR party - lost his father to a treatable illness, later learning that healthcare funding had been slashed in favor of expanded welfare payments. This led him to the belief that democracy is a facade for mob rule, leading him to form a faction within INTEGR dedicated to implementing a scholar-led technocracy. This stands in stark contrast to INTEGR's existing ideology, which is heavily pro-democratic.
* DemocracyIsFlawed: Eugen Langer's father died of a normally treatable disease after healthcare funding was cut in favor of expanded welfare payments. This resulted in his belief that democracy is too rooted in populist mob mentality to lead humanity in the future, leading him to establish a technocratic faction within Germany's INTEGR party.
* EmperorScientist: Eugen Langer leads the Sophistocratic faction of Germany's INTEGR party, which advocates scholar-led technocracy as the government of the future.

That rally inspired him to action, to care for the Earth that he had the privilege of being born into, to care for the people of Poland just as the people of Poland had cared for his family when they fled Latvia.\\\

* WeAreStrugglingTogether: Karelia is divided by ethnic tensions between its Slavic and Finnish populations. The Karelian Duma, a self-proclaimed successor assembly to that of the Russian Federation, resides in the desolate reaches of the far North. Isolated from the bulk of former revolutionary forces in Siberia, the situation in Karelia worsens by the day. Constant equipment shortages, corruption, ethnic tensions between Slavs and migrating Finnish tribes have taken their toll on the rump state.\\\
Due to the Byzantine politics of the Republic, the Duma has no president or acting representative - instead, every member is entitled to a vote and theoretically represents a region of old Russia - even if they had never been there.\\
Decision-making is only possible due to the shared hatred of Eurasia, which sits over the lake, bidding its time until Karelia is starved out. The Duma has other plans.

The Karjala Parliament is at a crossroads. On the one hand, it has many internal issues, such as agricultural insecurity, poverty, migration and a high crime rate. * EmperorScientist: The Eurasian Union has a power struggle between two such contenders: Vadim Kozlov, who's hailed as a latter-day Yuri Gagarin, and none other than Prokhor Zakharov from Alpha Centauri, whose plans for the Union go beyond mere academic thought.
* PaperTiger: The Eurasian Union is a downplayed example at the mod's start. While by no means a pushover, especially under Vadim Kozlov's rule, it holds control of only a fraction of the former Russian Federation, and is still reeling from the Republican Revolution of 2156. The Slavic Federation is also shown initially to be an alliance of convenience, at best, if not little more than a theoretical concept useful only for propaganda value. This can be averted, however, if Eurasia manages to hold together and assert regional hegemony.
* SpaceFillingEmpire: Despite losing much of its territory, the Eurasian Union includes Belarus, Georgia and some smaller states in addition to western Russia. It also maintains close relations with several Eastern European neighbors through the Slavic Federation, though this is described as an alliance of convenience instead of a unitary entity.
* VestigialEmpire: The Eurasian Union itself is a subversion. It had managed to survive the Republican Revolution by the skin of its teeth, at the cost of losing whole regions to secessionists, revolutionaries and warlords. By Vadim Kozlov's time, however, it's managed to recover enough to be in a position to reverse its decline outright.

Eldest son of parents who labored as itinerant steelworkers and welders, Vadim acquired his limited formal education in industrial cities scattered across the Federation. Inducted into the armed forces and immediately given the rank of Colonel, Vadim took advantage of part-time educational programs to gain a comp-diploma in aerospace engineering. Over the next decade, he became the public face of the Federation efforts to exploit the vast resources of space.\\\
Incredibly popular among the working class, a devoted family man, and fiercely loyal to the Slavic state that had rewarded his hard work, Kozlov eschewed offers to enter politics or move into the civilian realm. Vadim Kozlov is the founder of the Slavic Federation, which he sees as a necessary step towards human progress.
----
* AdaptationalBadass: Vadim Kozlov is said to have eschewed politics in his original backstory from Beyond Earth, instead focusing on his prestigious career as a cosmonaut serving the Slavic Federation. The mod instead depicts him as as not only getting into politics, but becoming president of the Eurasian Union and founder of the Slavic Federation.
* GoodIsNotSoft: While Vadim Kozlov can be understanding and conciliatory, he could also be harsh in putting down warlords standing in the way of restoring order.
* PatrioticFervor: His patriotic zeal in leading the Eurasian Union is matched only by his academic and military credentials.
* WorkingClassHero: Vadim Kozlov rose from humble beginnings to become both the president of the Eurasian Union and public face of the nascent Slavic Federation. His immense popularity among the working class and intellectual brilliance in spite of limited education further drive home the parallels with Yuri Gagarin.

->In-Game Biography Prokhor Zakharov was born in the city of Cherskiy, Russia, during the Dark Ages. His father was a businessman and politician, but early exposure to the corruption of post-Mistake society led the young Zakharov to reject such a "worldly" career. Instead, he pursued an education in the sciences, earning his first degree from the University of Moscow at the age of 18 (largely through Interlink Correspondence Courses). He then joined the Russian Defense Force, where he exhibited an exceptional aptitude for physics and engineering, sent to the University of Moscow on-site for Masters in engineering. During the warlord period, the Russian Far East was the site of civil unrest and border skirmishes with the Chinese refugees. Zakharov served as a combat engineer in these conflicts, earning a reputation for radical innovation under stressful conditions.\\\
Cognitive ability exceedingly high; genius level. Worldview driven almost exclusively through logic. Poor ethical judgment and inability to weigh in emotional factors; moderate deficiency in social functioning. Puts strong reliance on tools and his ability to and adapt them; this, over human values, represents ultimate good. Ability to work as part of a team towards definable goals invaluable to mission, but poorly defined sense of ethics and tendency toward self-aggrandizement must be closely monitored by ranking superior.
----
* AdaptationalBackstoryChange: Instead of being assigned to the UNS Unity like in Alpha Centauri, Prokhor Zakharov remained in Moscow and became leader of the University of Eurasia. Much like the University of Planet, it operates as more than a mere educational institute, fielding its own mercenary forces and wielding notable influence in the Eurasian Union's politics.
* AdaptationalBadass: While Prokhor Zakharov has much of the same backstory as in Alpha Centauri, this time his military credentials are more pronounced, and he's also described as having access to mercenaries which are nominally under his university's oversight. Moreover, he could potentially take over the Eurasian Union, whereas in Alpha Centauri he only assumes any real power after the Unity arrives over Planet.
* ImmortalitySeeker: Downplayed. He's hinted at as being old enough to have lived through the collapse of the Russian Federation following the Great Mistake. As head of the University of Eurasia, he's clearly kept himself alive for longer than his contemporaries to see his plans to fruition.
* ReallySevenHundredYearsOld: Prokhor Zakharov's description makes mention of having seen military service in the Far East, as the Russian Federation crumbled following the Great Mistake.
* TheStarscream: Prokhor Zakharov is heavily implied to be plotting his bid for assuming power. His profile goes so far as to recommend that the upper echelons of the government keep a close eye on him.

That said, they still remain nominally united under their shared heritage as Army Group South, and in the right hands could reconstitute themselves into a potent military junta.
* EnemyMine: Army Group South is formally considered by the Eurasian Union as a band of deserters squabbling in the Urals. The culmination of the movement came in 2156 when its leaders and dedicated followers marched on the capital of Eurasia, to which the military responded by massacring the protestors. After the brutal suppression of the march, many of the republicans were forced to flee and Morozov, losing everything, now found himself in Siberia.\\\
Seeking to build himself a new life after the loss of his home and everything he had strived to build, politics again became his foundation, although a lot of his flame had now died out. He was still a political mastermind however and eventually, his staunch dedication to democratic values and his reform of the aging Siberian parliament, landed him as President of Siberia.\\\

During the chaotic reshuffling of ministers, party officials and military bureaucracy of the 22nd century, one colonel, Lei Chang rose to prominence in command of a brigade of the prominence in command Nuzhen People's Corps that would earn the nickname "Luo Zhenxian". As part of the Northern on Treaty of 2168 with the Siberian government, Chinese settlement efforts were not to cross north of a border defined by the Olyokma and Vitim rivers. However, when refugee flow resumed following civil unrest in Dongbei, the People's Corps were unable to help those who had fled further North due to overcrowding - a betrayal that Lei despised.\\\
Against the treaty and wishes of the Central government the Luo Zhenxian would illegally cross the river to help his abandoned countrymen settle in the hostile wilderness. Driven by a hatred of his failing government and nationalist fervour, he sought to to rectify the injustices inflicted upon people in Siberia. For several years he would operate from a de-facto independent clique in Mogocha, Zabaykalsky, with a stable livelihood taking shape between his men and the city.\\
However, after China restructured under a reformed central authority, Chang was declared a warlord. After a brief conflict he would flee with his soldiers north across the settlement border into what is now the Siberian Republic.\\\
Many see the Colonel as nothing but a tyrant, at best the preacher of false hopes, at worst a dangerous old man. Rising from the poverty and violence of the inundated streets of Hargeisa, Samatar joined the African Union's resurgent military forces, eventually rising to the rank of Major. For three decades he served in a variety of increasingly important posts, military and civilian, rising steadily in both ability and influence. He was able to overcome lingering tribal tensions, dealing with the polyglot cultures of Africa with both reverence and common sense. Jama Samatar proved to be just as efficient against any perceived threat to the well-being and safety of those under his protection. In dealing with nascent warlords, religious fanatics, and local dictators, he either brought about an equitable peace, or bludgeoned them into submission. Although never known as a military genius, his troops were extremely loyal to their "great uncle" and fought with abandon for his approval. ->In-Game Biography Raj Thakur was the representative of India for over three generations, a man so intertwined with what it means to be 'Indian' that even people who know nothing beyond their own borders have seen a picture of Raj's face somewhere. It would seem to make sense to make his eldest daughter the successor to his regime, she has spent her entire life in the public eye, she has spent the most time with Raj out of any in his cabinet and it's not as if being an anyone would mind, Kavitha being an unfathomably popular media and political personality. However, you do not lead a country for half a dozen decades without the gift of foresight, and said foresight led Raj to conclude that Kavitha was not suited to lead Bharat, she was brash, arrogant and at times, self-centered. Raj would attempt to stave her off, setting up Radha Mandal as his true successor, unfortunately, Kavitha's brash, arrogant and self-centered personality played very well into life as a public figure, the people of Delhi love her. Whenever food comes for starving families in Delhi, it's in a box with her face and name on it. As a result of public pressure and internal squabbling, Raj was forced to give his daughter de-facto control of the land around the Delhi area, hoping that things would stay stable until she was forced to move on. Kavitha has no plans on keeping things stable, however.
----
* AdaptationalVillainy: She is described as being brash, arrogant and self-centered in the eyes of her father, who does not consider her an adequate successor. This has left her envious of her father's position, and preparing to make a grab for power when he dies. This is in stark comparison to the original Beyond Earth, where she was actually unwilling to become a leader and only did so when the people chose her to succeed her father. She is still shown to head up significant humanitarian efforts and act as a bringer of hope to the destitute, but the fact that her face is on the food shipments implies such efforts are at least partly based in vanity.
* AgeLift: Whereas she's depicted in Beyond Earth as a deceptively young woman implied to have been around since the Great Mistake, the mod instead shows her looking considerably older, and looking the part of someone who's grown up in post-collapse India.
* Egopolis: Kavitha Thakur leads the Indian warlord state of Kavitha in northern India, with Delhi being her main power base. She provides a source of hope and - perhaps more importantly - food to the impoverished masses, who are more perhaps more loyal to her than her influential father.
* InadequateInheritor: Kavitha Thakur is seen as such by her own father, who views her as being brash, arrogant and self-centered. Whether or not she does prove him right, is up to the player.
* IronLady: Kavitha Thakur, unlike in the original Beyond Earth, has an appearance, demeanor, and a strongly-implied cutthroat reputation that are more reminiscent of Indira Gandhi than what one would expect from a spiritual leader. She is nonetheless described as genuinely believing in her father's vision, but much more willing to do what he couldn't.

The main ones are Thakur's Pilgrims (who follow a version of Thakurism heavily influenced by Islam, considering Thakur to be a prophet sent by the gods) and Earth's Caretakers (who believe that Thakur is merely a man who achieved enlightenment through charity and sustainability).

An object or person isn't JUST that, but also contains within a higher function and core aspect. For Suresh Devpura, the material world is organized into several layers of deeper divinity and the great prophet, Raj Thakur embodies all of them, a true prophet. The era of peace and stability that flourished from Thakur's work in India is indicative of something that no normal man would possess. Centuries of nuclear fallout, petty skirmishes, poisoned crops, and humiliation have chained the sub-continent to a primitive state of squalor. The fact that Raj Thakur survived the nuclear wastes of Punjab and now radiates a pure aura of wisdom and peace, is a sign of his enlightenment, true divinity. Devpura was one of the first to really approach Thakur as if he were a divine prophet, becoming prominent figure in religious Thakurism. Together, his Thakurist Pilgrims have founded and follow the School of Impermanence, an informal institution of enlightened individuals who often seek to replicate Thakur's methods. Some re-treading his legendary trek through Punjab, others reading and learning, and most generally, embracing the world's ever-flowing divine nature. Some have turned this religious favor into religious fervor and while Devpura has denounced this behavior, growing tensions often break out in the streets and Devpura is left wondering, what would Thakur do?

Initially, it was the result of mass migrations caused by food shortages and rising sea levels, with military forces trapping the starving masses in the region in the interests of maintaining order. Now, it has been walled off by a series of fortifications known as the Dam, and the anarchic masses beyond it is considered a chaotic force of nature more than anything. However this discontent would dissipate both since Sun would perform her role adequately, even under this increased scrutiny, and far more significant crises would arise.\\\
Sun would again take the spotlight as the face of the federalists campaigns for regional autonomy. Again she would be denounced by opposing party rankers as nothing more than a paid actor, a desperate attempt to make Fu Zhong's policy that they claimed would tear apart the People's Republic more palatable by having a popular celebrity support them, a strategy that worked surprisingly well as evidenced by opinion polls during this period. Even in debates Sun would hold her own against sceptics and politicians alike. The question of her competency or political literacy would soon become a joke in itself, with a clip of her demolishing a pro-unitary journalist during an interview going viral.\\\
In the power vacuum of Fu Zhong's death Sun would be an obvious choice for succession of the movement. This "commitment" would be noticed by the re-established civilian government with Liang becoming one of the key founding members of Chinese People's Party under Xue Zemin, becoming Vice Premier of the State Council and member of the Politburo.\\\
After a spat with Zemin he would be demoted to a minor position in Inner Mongolia, conveniently avoiding the worst of the corruption scandals that would follow. He would in fact use his apparent opposition to Zemin during the transition of power to make himself out as the great anti-corruption reformer needed to fix the aging bureaucracy. Despite the fame that this populism would earn him, his political career had suffered major setbacks due to his partial purge, with many former allies no longer willing to associate with him.\\\
Fu Zhong's ascendancy to power in 2192 and his radical push for democratic federalism would however give Liang the opposition he needed to rally much of the CPP's old guard behind him, forming a reactionary unitary clique to oppose recent reforms. Increasing national instability, mass strikes and the Chengdu uprising only seemed to give credence to his claims.\\\
In 2198 Liang would make his move, using a dispute over water turned violent between the Tibetan and Qinghai regional governments as justification, declaring himself provisional chairman of the Central Committee in Beijing while Fu Zhong was on a political tour in Fujian causing the largest political crisis since the dissolution of the CPC, one that continues to this day.

Its other leading industry is fielding PrivateMilitaryContractors, who are actually referred to as StreetSamurai in-universe. Politically, it is a minarchist state dominated by megacorps, who operate with minimal (if any) government involvement. The HumongousMecha project is really just the cherry on top.
* MegaCorp: Japan's Hikaemena Dairiten or "H-Ds", though nominally private-public agencies under government oversight, have grown powerful to the point of all but supplanting said authorities, and dominating Japanese society.
* PrivatelyOwnedSociety: Since the Great Mistake, Japan is shown to have rebuilt itself as a deregulated minarchist state dominated by the Hikaemena Dairiten, successors to the Keiretsus of old. Though nominally joint private-public agencies under government supervision, in practice the "H-Ds" have become immensely powerful to the point of employing lobbyists and StreetSamurai to do their bidding.
* ShoutOut: Japan's ambitious HumongousMecha project, in addition to being a nod to various mecha anime, has more than a few allusions to Anime/NeonGenesisEvangelion given the shadier motivations of the scientists in charge of said project.
* StreetSamurai: A genuine concept in Japan, referring to the nation's well-established private security industry. It has attracted people from all walks of life, from the desperate poor to wealthier folks seeking adventure, though some are more savory than others.
* Transhuman: Japan has become particularly well-known for its augmentation industry, thanks to its liberal attitude towards the practice and government support for the sector. This has made Japan something of a scientific powerhouse, while affording its military cutting-edge augmentation technologies for its soldiers.

Too poor and undereducated to enroll in higher schooling, Masahiro enlisted with reclamation teams for most of his 20's, during which time time he built a reputation as a talented and resourceful worker. After receiving a scholarship from the Kubo Michi National Fund, Masahiro earned a degree in mechanical engineering.\\\

* ZeroPercentApprovalRating: If there is one thing that unites the Districts of the North American Union, it is their dislike of Central for its corrupt and ineffective rule, to the point where it is reflected in-game by a modifier harming its diplomatic and political power.

!!Central Council
->Role: Head of State
->Party: Central Council
->Ideology: Neutrality
->In-Game Biography In the pre-Mistake era, a phrase often associated with the United States was "It can't happen here". This sentiment was for a multitude of scenarios the citizens felt would only be plausible in elaborate works of fiction; disastrous weather tearing down entire cities, American citizens killing each other in the streets, the White House and Capitol Building being stormed by soldiers to establish martial law. Then when the Great Mistake choked the skies with ash, rising tides swallowed entire states whole, militias and gangs waged violence from coast-to-coast, and the military launched the Siege of Washington in 2084, almost every concept that Americans believed couldn't happen, did happen.\\\
While the Central government still has vestiges of the pre-Mistake branches of government, and had theoretically shed the pre-Mistake jingoism by adopting Canada and Mexico in a "Greater American Identity", the "national rebirth" via military coup has made the Legislative and Judiciary branches rife with corruption and Machiavellian power schemes at best, and glorified rubber stamps for the President and Joint Chiefs at at worst. The Executive branch, despite having the best security on the continent, routinely had their administrations prematurely ended by assassination, leading many to believe even they are but a puppet to the military, and those who don't follow the whims of their generals will have their own security turn on them like the Praetorians of Imperial Rome. Of course, how much of this is truth, and how much is anti-Central conspiracy theory, is ill-defined.\\\
With President Cygan having finished his term in office, citing health concerns as the reason he won't run for reelection, the question of who will lead the Central government is once again open to debate. The "ongoing crisis" has long since thrown any elections from the common citizenry out the window, most especially after the Districts, while in-theory still under Central administration, in-practice became effectively independent nation-states with little loyalty paid to Central beyond the bare minimum of lipservice. Thus, the "Central Council" - the unofficial name for the roiling sea of politicians, lobbyists, officers and spies feuding for power - is convening to select a new President, and perhaps implement some broader government reforms to salvage what little control it has left.\\\
This could be the opportunity for the spark of democracy to reignite... red:Or be snuffed out, once and for all.
----
* AuthorityInNameOnly: While nominally in charge following President Cygan's death, the Central Council in practice is an unstable stopgap measure that exists almost entirely at the military's discretion.
* BlatantLies: The Central Council still espouses pretensions of representing a democracy beholden to a "Greater American Identity" encompassing the entire continent. Never mind that the North American Union is buckling under its own weight, that Mexico and Quebec had already broken off, or that the government has done away with voting.
* DemocracyIsFlawed: The Council is horribly cutthroat and almost wholly beholden to the military. Meanwhile, the regime has abandoned having elections or even the notion of listening to the voters to save itself, in contrast to the Naval Junta.

* AnarchyIsChaos: Of all the regions under the North American Union, District One is the worst off. While there's a representative in Central, and the District still receives aid, in actuality there's no semblance of functional authority. Nuclear meltdowns and chemical warfare have scoured the land, with animals and vegetation growing scarce enough that cannibalism is not unheard of. In such a chaotic landscape, only hardened bands of survivors remain.
* TheSocialDarwinist: The chaos and hardship of living in District One has fostered a brutal "survival of the fittest" mentality among most of the remaining population. Yet even by their standards, the Spartanists are considered exceptionably harsh yet ideally positioned to survive.

As the District is incapable of producing its own supplies, much less its own weapons, it relies on occasional Central shipments.\\\
Thus, as time has passed, Central has tightened its grip on the District. All ammunition inflow is possible solely through Central's approval. This new power has therefore made many successful attempts at playing the local tribes against one another. The cliques are taking over one another, completely oblivious to their position on Central's chopping block. However, immediate reconstruction of social order in District 1 is impossible. The land is ruined by poisonous gases released by warlords over the decades. Irradiated ruins still dot the plains and hills. And the survivors keep fighting...
----
* BreadAndCircuses: Downplayed. Central is able keep some measure of power by sending aid shipments, including ammunition, into District One.
* DivideAndConquer: The other way Central maintains some modicum of control over the survivors is by pitting cliques and tribes against one another. While this seems to have prevented the situation from going too out of control, it also makes immediate reconstruction nigh-impossible. And with Central itself too busy dealing with its own crises, this suits the military just fine.

His experience with the horrors of war took him into U.N. office. He served in the village of I Made It for many months, finally reaching the post of Assistant Director of the regional office. He is a democrat and pragmatist by nature, and will follow those ideals as far as he possibly can.\\\
Threat level to major interests on the Eastern Seaboard: High. Influence level: Medium.
----
* AdaptationalBackstoryChange: Pravin Lal still received an education in medicine and developed a reputation for selflessly treating radiation victims, in addition to becoming a high-ranking member of the United Nations. But since the UN has been reduced to an insurgent group in District Three, the path of his career has been considerably different from his Alpha Centauri counterpart. While he has held onto his humanitarian and democratic ideals, he has also developed something of a militaristic streak, likely not helped by his wife dying in a bandit attack (instead of dying to Spartans aboard the UNS Unity).
* AdaptationalBadass: Although Pravin Lal’s personality and elements of his backstory remain consistent with Alpha Centauri, he’s revealed instead to be a descendant of UN Peacekeepers in New England with a decidedly pronounced military bearing, on top of his bureaucratic acumen. This also leads him down a darker and potentially bloodier path in trying to achieve his plans.
* AdaptationalVillainy: Though still having much of the same backstory as in Alpha Centauri (albeit in New England instead of India), he has a more pronounced military bent due to his upbringing as well as the death of his wife. He's also heavily implied as having comparatively less scruples when it comes to seeing his vision for humanity made manifest, no matter the cost.
* AssimilationPlot: In order to facilitate its plan on unifying humanity, the UN makes a conscious effort to either co-opt ideas and institutions (such as the East African Federation's Pan-African ideals) to suit its ends, or push for integrating countries by force. All while quashing nationalist sentiment, militarism, and anything deemed a threat to its nascent OneWorldOrder.
* GoodOldWays: Played with. The UN not only hearkens back to the old institution's ideals of humanitarianism, democracy, and human rights, but also to more radical visions for it as a world government and representative of all mankind.
* OneWorldOrder: After the collapse of the United Nations, its remnants have grown more radical, believing that only through world government and unification under the UN's auspices could humanity face the future.
* TheRemnant: The United Nations has been reduced to a political movement in former New England, made up of the descendants of UN Peacekeepers who had been deployed there and what remained of the UN's bureaucracy.
* SignificantWardrobeShift: In Alpha Centauri, Pravin Lal wore a headscarf and rugged white clothing. In the mod, he instead wears military fatigues and a beret, signifying the more militant stance he - and the rest of the UN - has taken.
* ShoutOut: Pravin Lal lived and worked in a District Three village called I Made It, reminiscent of the colony We Made It from Creator/LarryNiven's Literature/KnownSpace series.
* StartOfDarkness: Living amidst the chaos of New England has only strengthened Pravin Lal's convictions. His wife's death at the hands of bandits, however, is strongly hinted at hardening him down a more militant path.
* UnitedNationsIsASuperpower: Inverted initially, but can be played much straighter later on. The United Nations is initially reduced to a small remnant in New England, though it is capable of not only coming BackFromTheBrink, but uniting the world under its banner. This mostly happens through force, even though the UN still holds onto its ideals of humanitarianism, human rights and democracy.
* WellIntentionedExtremist: What remains of the United Nations has radicalized over time, to the point that supporters increasingly believe in uniting the planet under their enlightened rule by any means necessary in order to save humanity from itself. ->Official Name: District 4
->Ruling Party: Godwinson Clique
->Ideology: Purity
District 4 covers the ex-US South from the East Coast to the Mississippi river.
----
* RenegadeSplinterFaction: While nominally under Central's control, District 4 is effectively the personal domain of Miriam Godwinson and her clique of traditionalists seeking to forge a "true" Christian America.

!!Miriam Godwinson
->Role: Head of State
->Party: Godwinson Clique
->Ideology: Purity
->In-Game Biography Miriam Godwinson was born in what was once Georgia, 2146. Her father was a high-ranking minister in the Evangelical Fire, one of the apocalyptic sects that appeared in local communities after the turn of the century. Baptized in River of Fire at age 7, she attended a series of religious schools, culminating in a degree in theology from the College of the Covenant and a doctorate in psychology from Newland University. By the time Godwinson began her own ministry, the Evangelical Fire was the largest Christian denomination in her home region. By the age of 26, she was the ranking Psych Priest of the Heavenly Diocese, third most senior member of the sect. In 2174, she volunteered to serve with Central "reintegration forces" sent to the North. Appointed Central District Honorary Psych Chaplain, she proved to be a talented military psychologist, but at the same time, her religious ministry to the desperate people of the region backfired.\\\
Upon returning to the South, millions hailed her as a kind of messiah (the Prophet Phenomenon often coinciding with post-Mistake madness), forcing Central to release her from service before her presence could further inflame local religious mania. Authorities were reluctant to have such a controversial figure in a high leadership position in the District, but political pressure from communities for the reconciling of the secular and the spiritual forced them to consider her for the position of Psych Chaplain. Her undeniable talent for that role eventually won her the appointment. Merriam is a relic of a different age. She values order and morality, and is always at odds with the march of progress. Humanity is but a child in her eyes, running from home into the great unknown.
----
* AdaptationalBackstoryChange: Instead of being assigned to the UNS Unity like in Alpha Centauri, Miriam Godwinson became Psych-Chaplain and eventually leader of District Four of the North American Union. At the same time, she still heads a religious movement based on distrust for modern technology, evocative of the Lord's Believers. The Lord's Believers is even represented as a faction in the neighboring District Six, but it's currently unclear if this is the same group.
* AdaptationalBadass: While Miriam Godwinson was already a significant religious figure prior to joining the Unity project in Alpha Centauri, here she’s all but assumed de facto control over parts of the American South, and is seen by her supporters as a messiah.
* CulturalRebel: Miriam Godwinson, though nominally administering District Four on behalf of Central, is shown to have a deep affection for America's Christian heritage, which she believes has been defiled by her erstwhile superiors and the ARC. This has served to further solidify her resentment towards the North American Union, as well as her desire to "dissent" from a threatening future.
* TheFundamentalist: Much like in her original backstory from Alpha Centauri, Miriam Godwinson is an Evangelical Christian who has developed a significant cult following based around distrust of modern technology and culture.
* GoodOldWays: Miriam Godwinson invokes this trope as part of her dissenting agenda, both against the North American Union and as part of her 'War on the Future'. She likens humanity to a child running from home into the great unknown, leaving her fully prepared to ban 'unholy' technologies and force society to remain at a semi-modernized level if it means keeping humanity safe.
* LuddWasRight: PlayedWith. Much like her depiction in Alpha Centauri, Miriam Godwinson opposes unchecked technological progress due to the risk of immoral use. That said, she doesn't rule out scientific or technological development outright, only so long as it's "properly" controlled.
* PathOfInspiration: Downplayed. Godwinson is described as fostering her own brand of Evangelical Christianity, tapping into both the traditional religiosity of the DeepSouth and Rural America, and the more apocalyptic interpretations of the Bible that had emerged since the Great Mistake.
* TheStarscream: Miriam Godwinson still answers to Central, at least on paper. It's all but stated, however, that she not only seeks to secede from the North American Union, but replace it outright with her own version of America.
* WellIntentionedExtremist: Miriam Godwinson intends to turn District Four into the nucleus of a truly Christian America, as she is genuinely concerned for her flock’s plight. At the same time, however, she’ll stop at nothing to ensure said nation remain in semi-modern conditions if it means protecting humanity from harmful technologies.

->In-Game Biography Suzanne Fielding was born the eldest of three daughters to a Mexican-born mother, and an African-American father in April, 2161. Growing up close to the Gulf Coast of Texas, she helped her father manage the three hardware stores he owned in the state - the fruits of the Central government's attempts to "revitalize" the region's economy after the 3rd American Civil War's so-called "War of Unification". Although Central would abandon direct control of District 6 along with much of the country, Fielding exploited what opportunity was given by graduating from San Antonio's Trinity University with a double Majors in Accounting and Economics. Since then, she has made considerable progress in building a support base stretching from her native Texas to ARC itself.
----
* AdaptationalHeroism: Downplayed. While her backstory and business acumen are much the same, her corporate ambitions have a more altruistic bent, as her rehabilitation efforts are shown to be both out of concern for her countrymen, and from a desire to steer ARC away from corruption and decadence. By contrast, in the original Beyond Earth, she's ultimately driven by profit and volunteered to lead ARC's Seeding mission for the selfish reason of not wanting to be a CEO in a dying world.
* AFatherToHisMen: Fielding commands the respect and loyalty of not only her subordinates within ARC, but also the citizens of District 6, by virtue of her rehabilitation efforts.
* EnlightenedSelfInterest: Even those with a less-than-charitable view of Fielding acknowledge that her efforts to rehabilitate District 6 are as much out of genuine concern for her countrymen as they are a ticket to consolidating more influence within ARC.
* IronLady: Suzanne Fielding has already gained a reputation within ARC as a no-nonsense executive who knows how to achieve her goals, however well-intentioned and altruistic they are. Given how cutthroat ARC's internal politics can be, and the North American Union in general, this is no small feat.
* OnlySaneMan: Within the American Reclamation Corporation, Suzanne Fielding is one of the handful of high-ranking executives who isn't hopelessly corrupt or hedonistic. She's also implied to be painfully aware of the storm clouds gathering over the North American Union, and is trying to steer ARC away from the abyss.
* TheStarscream: Suzanne Fielding is all but stated as working against her erstwhile boss, Michael Moderski. Her work at District Three garnered her enough support within ARC that, given enough time, she could potentially challenge his position.

District 7 covers most of the ex-US Prairie.
----
* GoodOldWays: District Seven has managed to escape the Great Mistake and the subsequent unrest in North America relatively unharmed, to the point of resembling the old world in terms of prosperity. Purity has become the region's dominant ideology as the locals seek to keep it that way. Even the two main contenders for power in the District - Central's Spencer Morgan and ARC's Jensen Laneman - are both ardent Purists, making their rivalry more one of affiliation than ideology.

->Ideology: Purity
->In-Game Biography Spencer Morgan began his career as an enlistee in the Central army during the early days of the 3rd Civil War. He distinguished himself by leading the famous Littletown Raid, in which he, a dozen footmen and a decrepit walker managed to break through warlord defenses and Littletown, a major stronghold the Rocky Mountains. This victory pathed the way for Central domination over transportation in the mountain ranges, allowing it to operate across multiple fronts at speeds. Major Morgan went on to participate in critical clashes in California and garnered much fame for his argument against the utilization of nuclear weapons against warlords there. Eventually a colonel and then a general, Spencer Morgan finished his military career at the age of 32 when he successfully pacified the warlord Dangerman in the Midwest.\\\
For his service, General Morgan was granted authority over District 7. Exchanging the sword for the pen, Morgan proved himself a capable administrator and negotiator. He signed treaties with the local tribes and gangs, bringing much needed order to District 7. His rule saw the creation of entire cities, the resettlement of abandoned lands, and the establishment of a culture fluent in politics. Now an old man, General Morgan has mostly withdrawn from the public sphere. He spends his days secluded in his forest cabin, which has allowed bandits to resurface on the periphery. His supporters have begun to forget the man's contributions and some wonder just how strong his grip over District 7 really is.
----
* EveryoneHasStandards: Spencer Morgan may be an avid supporter of the militaristic and authoritarian North American Union, but he still argued against calls to use nuclear weapons against post-Mistake warlords on American soil.

However, despite having almost every adjective that has existed in the English language (and a multitude of foreign language adjectives with no real equivalent in English) being used to describe Ivanov - by his admirers, his detractors, and even by himself - word that cannot be said of him at any time is being complacent. ARC CEO Michael Moderski is one of the few who is completely immunized from this psychological phenomena, acting no differently than if he was born at the height of human society just prior to the Great Mistake. Having formed the American Reclamation Corporation from the 2170s to 2180s, through a process of systematically merging privatized District industries, Moderski only has one personal goal for himself - to live well, and to make sure he has to work as little as possible to do so. With him effectively handing control of basically every major company operation to Chief Financial Officer Suzanne Fielding, Moderski is spending most of his time trying to ensure his ludicrously high personal wealth keeps increasing, and to spend it on the handful of luxury items still available to purchase. He is confident that the gravy train will keep rolling into the station for as long as he is CEO of the ARC.\\\

----
* BreakOutTheMuseumPiece: The Naval Junta still has access to America's once proud fleets and hardware, which would have been formidable in the 21st Century. By the 23rd, however, they are no more than glorified museum pieces, though still capable enough to deter the North American Union.
* EmergencyAuthority: The Naval Junta still pays lip service to the democratic values of old America, though in practice has been under indefinite martial law, at least until the homeland is finally liberated.
* FightingForAHomeland: Reduced to parts of old Canada and scattered Caribbean holdings, the Naval Junta still stubbornly clings to the dream of liberating the former United States from the North American Union. Despite being under indefinite martial law, however, it hasn't abandoned its commitment to democracy and American values, however quixotic its quest seems.
* ForgivenButNotForgotten: Should the Naval Junta emerge triumphant, it could not only restart proper judicial processes for North American Union, United Nations, and American Reclamation Corporation officials, but also offer amnesty for at least some of them in exchange for cooperating with the restored United States.
* HowTheMightyHaveFallen: Once the world's leading superpower, all that remains of the United States is a military junta holding out in Newfoundland and the former Maritime Provinces, still clinging to old glories and hopes of reclaiming the homeland, which itself isn't faring much better in general. Depending on what happens in the ensuing struggle, America could either resurrect like a phoenix as a shining city on a hill, repeat the same mistakes that doomed the US the first time around, or finally be taken out of its misery.
* OppressiveStatesOfAmerica: The Naval Junta's focus tree offers a couple of choices to go down this route. Instead of restarting the judicial process for North American Union, United Nations, and American Reclamation Corporation officials, it's possible to take a more vengeful approach that ultimately leads to militarism, propaganda and subterfuge. Later on, it's also possible to install a sham democracy with a predetermined outcome, though even the focus tree itself highlights that this won't end well for the reborn United States.
* TheRemnant: The last vestiges of the old United States government is a small naval junta based out of Newfoundland, with a handful of scattered holdings in the Caribbean.
* ShoutOut: The Naval Junta's predicament and desire to liberate its former homeland are strongly reminiscent of the phrase 'Reclaim the Birthright'.
** Indeed, the Junta's position as the island-based remnant of a civil war's losing side bears some parallels to UsefulNotes/Taiwan following the UsefulNotes/ChineseCivilWar.
** On the topic of the Junta, its national spirit 'Never Let the Old Flag Fall' shares its name with a World War One patriotic song.
** One path for Ulrik Svensgaard involves him not Cincinnatus relinquishing power and instead consolidating a de facto dictatorship in the name of national security, which calls to mind Douglas [=MacArthur=]'s "American Caesar" route in Kaiserreich.
** One focus in the Junta's focus tree involves the use of walkers, with the icon being a AT-ST.
* VestigialEmpire: What's left of the US Navy has clung on to the former Maritime Provinces as the last "true" remnant of the United States. With America's once mighty fleets reduced to being glorified museum pieces, and the junta's legitimacy hanging by a thread, its hopes of "liberating" the nation seems out of reach. At first.
* WithThisHerring: The Naval Junta still possesses, on paper, a sizable portion of America's old military might. In practice, much of that is woefully antiquated by contemporary standards and at least initially, is only sufficient enough to act as a deterrent to keep the already-fraying NAU from finishing the job.

!!Ulrik Svensgaard

->Ideology: Purity
->In-Game Biography Ulrik Svensgaard was born in 2158, to a Newfoundland fisherman father, and a Massachusetts expat-descended barkeep mother. He spent his early 20s following in his father's footsteps before he suddenly joined the Federal Navy in 2176, causing a rift with his family that was never repaired. He served with distinction in naval patrols against Atlantic ocean piracy, earning himself a berth at OCS and an eventual appointment as navigator with the David Cameron Sears battle group.\\\
During the disastrous 2187 Battle of Baffin Bay, Svensgaard single-handedly rescued Flag Admiral Clarke and three other senior officers trapped below decks when the Sears' magazine exploded, costing Svensgaard the use of his left eye. For his heroics, he was offered his choice of assignments; when Svensgaard facetiously asked to be made President (claiming his leadership wouldn't have led to the Federal navy sailing bow-first into a massacre), he was shocked to find himself nominated as the candidate for the Republican-Democrat Coalition, effectively guaranteeing his election. Although such a state of affairs was mostly indicative of the Federal government's desperation following the 2084 Siege of Washington, it would be a mistake to deny how Svensgaard's own strengths as a leader would fit his newfound role.\\\
Svensgaard has the rugged determination and self-reliance of a man who has repeatedly conquered the elements on his own terms. He can be sensitive to his lowly origins, and seems to take pleasure in humbling those who believe they possess more impressive pedigrees or credentials. He is supremely self-confident, but he is unfailingly polite to his associates and follows a kind of chivalric code even with his enemies - assuming said enemies are ones he deems worthy of said chivalry, that is. He never seeks a fight that someone else didn't start and if he gives his word, it is good as a bond.
----
* AdaptationalBackstoryChange: Instead of being assigned to the UNS Unity like in Alpha Centauri, Ulrik Svensgaard remained in the US Navy, eventually becoming the president of the Naval Junta, TheRemnant of the old United States. Much like the Nautilus Pirates, the Junta is a maritime state whose success hinges on control of the seas. However, where the Pirates were driven by a love of piracy and adventure, the Junta is primarily founded upon patriotism for the former United States.
* AdaptationalHeroism: In Alpha Centauri, Ulrik Svensgaard was an American war hero who joined the Unity, only to end up embracing a romanticized vision of piracy as a way of life. While the mod retains much of his background, this time around he winds up becoming the head of the Naval Junta, his seagoing escapades shown to be more out of patriotism and dogged determination than anything else.
* BecameTheirOwnAntithesis: Should the Naval Junta succeed in not only defeating the North American Union but restoring America, Ulrik Svensgaard could potentially establish a sham democracy beholden to a militaristic regime. Not only would this be little different from the very NAU he just toppled, but it would also wind up recreating some of the very circumstances that first ruined the United States during the Great Mistake.
* Cincinnatus: Should the Naval Junta succeed in restoring the United States, Ulrik Svensgaard can potentially relinquish his power and pave the way for the first real elections in generations.
* HistoryRepeats: If the Naval Junta emerges triumphant, but Ulrik Svensgaard doesn't restore democracy, then the restored United States of America soon finds itself in a very similar position to the North American Union: an expansionist, militaristic dictatorship that isn't even sure of its own identity and purpose anymore.

John Doe's name is a commonly-used placeholder for an unidentified person, Phoenix is named after the mythological bird that is reborn from ashes, Draugr is named after an undead creature from Scandinavian folklore, and Enkidu is named after a character from the Literature/TheEpicOfGilgamesh, whose death encourages Gilgamesh to seek immortality.
* OnlyKnownByTheirNickname: The prominent figures in the Silk Path are known only by their aliases, whether it's John Doe, Draugr, Phoenix or Enkidu.
* PathOfInspiration: Similarly downplayed with the Silk Path. While much more ostensibly secular, its enigmatic leadership has elevated the pursuit of immortality and the future of mankind to a cult-like level. Depending on which focuses it goes down, this can become even more pronounced, especially with how some options have a noticeably more religious overtone.
* ReallySevenHundredYearsOld: John Doe appeared to be in his 80's when he was briefly captured 2148, just over 50 years before the mod takes place. His actual identity remains a mystery, as his prosthetic hands lack fingerprints and he eventually took to wearing a face-obscuring mask. He believes that extended or eternal life is the only way for humanity to escape the sins of its past, and his followers in the Silk Path have made sufficient breakthroughs to frequently extend their own life beyond 100 years.
* TheRemnant: The Silk Path is the last actual warlord state still fighting against the North American Union. Given how unstable Central's authority has become by the 23rd Century, however, it may not be alone for long.
* TheStarscream: It's implied that within the Silk Path, Enkidu is secretly working to undermine John Doe's leadership for his own ends. Draugr also seems to be killing the Silk Path's own men with drones, bringing his loyalty into question as well.

These are just some of the words used to describe John Doe, the most mysterious man in North America. His first appearance in official records was in 2148, when a Central probe team reported that he had amassed a small following in Oregon, mostly consisting of mercenaries. After a brief firefight between Central forces and bandits, John Doe was caught and imprisoned alongside other petty warlords. The guards noted that he was already an ancient man then, likely in his 80's. No fingerprints could be taken due to his prosthetic hands and the prison was abandoned before further studies could take place. John Doe left and slipped into obscurity.\\\
It was not until 2161 that John Doe resurfaced, this time at the head of a small army of fanatics. His face had become obscured by an esoteric mask and few knew of his real identity. When Central initiated the Northern campaign in 2166, John Doe was one among many of the petty warlords who resisted their advance. But the years dragged on and petty settlements fell. Eventually, John Doe's realm, once stretching from the Pacific to the Rockies, was reduced to small hideouts near the coast.\\\
John Doe's followers are almost as elusive as the man himself, but a few captured initiatives have spoken of mystifying things: John Doe and his close circle of "Chrysalids", or local elites, are searching for the cure to aging. Myths speak of the man's true identity and one can only wonder what his ancient eyes have seen... and what lies behind that iron mask.
----
* ImmortalitySeeker: John Doe, contends that the culture of the past is to blame for leading the world to ruin and seeks to destroy all traces of it. But in order to ensure that humanity truly escapes from the past, he believes that the human lifespan must be extended. Sure enough, the Silk Path has managed to make some advances in the field, extending the typical lifespan of their followers beyond a century. John Doe himself is implied to have lived much longer, already being an old man fifty years before the mod begins.
* WhatYouAreInTheDark: Behind the Silk Path's threats and a veneer of anonymity, John Doe is slowly being worn down by the costs of his crusade and quest for immortality.

While the regime remains well-entrenched by the 23rd Century, the veneer is slipping and the public is starting to notice.
* ImproperlyParanoid: The United Bolivarian Republic has been preparing itself for a repeat of the United States' failed invasion which took place shortly before the Great Mistake. They're still bracing for invasion more than a century later, even though the North American Union - the successor to the United States - is barely clinging to life. It's implied that many in the country are not even aware that the United States no longer exists.

->In-Game Biography To call Ezequiel León the face of the United Bolivarian Republic would not be entirely metaphorical. The man's features grace much of the country's ubiquitous propaganda, having served as president dutifully and competently for decades. Like all Bolivarians, he was instilled with a sense of hand duly since sense of national duty since birth, and even as president has been unwavering in his devotion to the country. Under his watchful eye and firm leadership, the people of Bolivaria have readied themselves for the day that the Americans would return for the lands they tried to seize in the days before the Great Mistake.\\\
But it has been a very, very long time since then. And what little intelligence comes in from the north paints a much different portrait of America to the propaganda. León is left entertaining the all-too-plausible idea that the Americans - the long-time boogeymen Bolivaria is united in preparing for - are not coming. Hesitant as he is to dismiss such an existential threat on mere conjecture, the paranoia of Bolivarian politics forces him to plan for every contingency. His beloved country was forged in crisis, and has remained in a precarious position since. The way things are in Bolivaria may not be ideal or even sustainable, but for a nation to find out it had been built on a lie would not come without consequences.

->In-Game Biography General Manuel Branco Velho had always stood apart from the rest of Brazil's military elite. Where most commissioned officers were the sons of generals and oligarchs, Velho enjoyed no such privilege as the fourth son of a Cuiabá handyman. Like many in the favelas, Velho and his brothers left for the army at a young age in pursuit of a better life.\\\
During the Cerrado War, Velho lost all but one of his brothers in the war against the guerillas, yet gained a reputation as a model soldier who never flinched in the face of the enemy. His heroic actions during Operation Navalha caught the attention of his commanding officers, who then as his patrons during his rise to the Brazilian acted as High Command during the 2170's.\\\
An avowed Brazilian nationalist, General Velho was the driving force behind the Coup of 2198 that overthrew President Frederico Watanabe for his connections to the Andean Compact. Declaring a state of emergency soon after, he then focused on restoring the prominence of the Brazilian Armed Forces in preparation for the eventual war with the Compact, claiming them to be both the main threat Brazilian sovereignty and the main obstacle to Brazilian prosperity.\\\
While his critics paint Velho as yet another opportunistic dictator, he maintains that he has always been a man who has stopped at nothing in service of his fatherland. Everything that General Velho has done has been in the name of reasserting Brazil's status as a global power by any means necessary.
----
* IDidWhatIHadToDo: General Velho justifies the coup as both out of genuine nationalism and a desire to free his country from corruption.
* FromNobodyToNightmare: Unlike many of his peers, General Velho grew up in Brazil's notorious favelas, to become one of his country's most talented and relentless military commanders.
