A first-year entrant to Umesato (with Haru, Chiyu, and Taku moving onto the second year). After soundly defeating Taku in a kendo exhibition match, Haruyuki and gang discover that he is a Burst Linker with some way of hiding his name on the matching list, meaning he can only be challenged through direct cable matches. His special ability is to steal special attacks, equipment, and skills from other Burst Linkers. The effect is also permanent unless he voluntarily reverses the effect as opposed to just lasting for the duration of a match.

* AchillesHeel: In addition to the limit to the number of powers he could use, he cannot steal Incarnate skills (because it comes from the Burst Linker's own will and is not predetermined by the system) and abilities not related to his own traumas. Whereas Haru worked his way through Brain Burst with sheer hard work, Noumi uses deceit and manipulation to get his way.
* FacelessEye: The head of his Duel Avatar looks like this.
* FauxAffablyEvil: He exhibits a superficial level of politeness to his enemies, addressing them as his senpais, but when the conversation turns to Brain Burst, he shows his mocking and condescending side.
* FireBreathingWeapon: One of the stolen powers he can equip to his right arm; long-ranged and strong enough to melt rock.

The most sympathy Haru has for him after learning of his backstory is expressing his belief that they could have been friends if they'd met as normal Burst Linkers (and he isn't too put out when Seiji laughs it off), and considering that all other Burst Linkers [[PersonalityPowers derive their special abilities from various trauma]], Seiji isn't the only Burst Linker with a tragic past.
* GameBreaker: Considers himself one of these InUniverse after [[spoiler: Dust Taker starts combining Silver Crow's flight with powerful ranged weapons.]]

* HateSink: By all indications, he's a low-level member of the Acceleration Research Society, but he's one of the most unpleasant and despicable characters in the series. Considering what a JerkAss SmugSnake he is, even his FreudianExcuse is still not enough to move the fanbase, and considering that he gloats about it, it doesn't inspire much in Haruyuki, either. The most sympathy Haru has for him is suggesting that they ''might'' have been friends if they'd met as normal Burst Linkers, but Noumi scoffs at the suggestion.

* DungeonBypass: His strength and durability allow him to create shortcuts by charging through walls.
* GameBreaker: In-universe example. Wolfram Cerberus has three different abilities, one per personality. The main head has <<Physical Immunity>> which renders him impervious to direct physical attacks of any kind. The second head has <<Wolf Down>> which allows it to temporarily copy someone's ability upon chomping a part of their body. The third head has [[spoiler: Dusk Taker's <<Demonic Commandeer>>]]. Best of all is, he has this at level 1.
* LightningBruiser: Having a body of wolfram (i.e. tungsten), he's sturdy enough to punch through walls like paper, yet agile enough to knock Crow out of the air. Being on the far-right of the metallic colour spectrum, though, his defence against energy-based attacks is less than amazing.
* MeaningfulName: He has three split personalities, much like [[Myth/ClassicalMythology the mythological Cerberus]] has three heads.
* MultipleHeadCase: Has a helmet shaped like a wolf's head, and similar armour on each shoulder. When the visor on his main head closes, one of his shoulders can open to reveal a different face with its own personality.
* NoSell: While Physical Immunity is active, he cannot be harmed by direct physical attacks. Energy attacks still work, however, and he still suffers collision damage if thrown.
* NotSoDifferent: He ends up doing to Silver Crow what Silver Crow did to Cyan Pile- beating a higher level player by virtue of a special and almost illegal ability.
* PowerCopying: His second head's ability "Wolf Down" lets it bite off a piece of another avatar, both dealing damage and granting him a copy of that avatar's powers for a short time.

* SuperToughness: His body is composed of tungsten and tungsten carbide, making it almost as strong as diamond. And that's ''before'' he activates his Physical Immunity ability.
