He used Vegeta's pride and Cell's Saiyan DNA in order to make Cell reach his Perfect form and create his own tournament to relish the idea of fighting Goku. Goku would then back down fighting Cell and let Gohan defeat him by unleashing his hidden power. However, this plan hits a major snag when it turns out Gohan [[ActualPacifist just does not like fighting]], a snag that ends up being fixed by Cell and Android 16, though it remains to be seen if Gohan will just double down on his attitude or take up that mantle.
