Notice his maniacal cackling while fighting Jack. At first it seems very relaxed, but suddenly shows its extremely violent when he threatens to kill a civilian woman pointing a gun if Wooldoor refused to throw some candy. When Wooldoor is captured, the policeman killed the women anyway just for the pleasure.
