Recall earlier how quickly and effortlessly Godzilla defeated Scylla and Tiamat, and that's without his power-up. During the final battle, he repeatedly gets in prolonged direct hits in on Shimo, yet she sustains no lasting damage even though he's twenty times as powerful as he was before. When pre-release information described her as a "colossal undiscovered threat hidden within our world, challenging their very existence", they weren't kidding!
