Laurel brought her back to Starling, but had her chained up in a basement because she didn't know what else to do with her. She avoids telling Oliver out of fear for how he would respond, and only sees his hypocrisy. He finds out when Sara escapes and is attacking random people and he is upset, because as it turns out Oliver knows a guy, [[Series/{{Constantine}} John Constantine]], who could have helped Sara long ago.
