Is Ace really insane, or are Starfleet just saying that he is so that they have an excuse to keep him parentally locked up so that he can't turn other Equestrians against them? The fact that the narration implies that Starfleet had already been looking for an excuse to arrest him leads some credence to the later interpretation.
