Max Chaplin: This trope doesn't exist.
Firstly, not all "dark" electronic music is Techno; the entire Matrix Trilogy, for example, has only like 2-3 Techno tracks. Secondly, there's lots of Rock in cyberpunk, sometimes even more than electronic music. And most importantly, "Techno" isn't unique to Cyberpunk. When electronic dance music hit the mainstream in the 90's, nearly every action movie featured adrenaline-pumping hard beats.
It's true that dark electronic music fits Cyberpunk very much, but the special connection between the two is imaginary.
