It's obviously a parody, the final chapter isn't exactly subtle about this. "I waxed poetic about neckbeards and said that Christopher Hitchens has superpowers! It wasn't even subtle! How could you take it seriously?" Replace "neckbeards" with "chest hair" and "Christopher Hitchens" with "God" and Voldemort's line is clearly about the fic itself.
Now whether it's a GOOD parody or not is another matter entirely... I'm sort of leaning towards no there because a parody kinda needs to be funny. Until the final chapter came out and confirmed that it was a parody, I was not laughing. Despite the chest-hair, just about everything else just felt TOO convincing. The whole thing feels like a Chick-tract with a Harry Potter coat of paint over it, for goodness' sake.

This fanfic is mostly awful. Grace Ann says that Harry Potter would turn her children into witches. So I'm a witch after reading the series? Well... the story isn't worth reading. But I suppose you can see it as a parody...
