So, concerning Tough Act to Follow as it relates to the show's low ratings: I'm not sure you can reliably say that it is the main issue. To do that, you'd basically have to prove that Go-Busters would be popular if Gokaiger were a lower-quality show. There are probably a number of factors that are causing Go-Busters not to do well, not just the relative quality of Gokaiger.
