In the context of the film, Fuse is really Little Red Riding Hood and those around him are the wolves. His story parallels that of Little Red Riding in the copy of Rotkäppchen that Kei gives him. Little Red Riding Hood is forced to wear armor, Fuse wears the Protect Gear. LRRH gets to go to her mother's house after she worn out her armor against the wall. Fuse goes back to training camp after getting injured in an explosion when he had Nanami backed up against a wall. The story of LRRH going home is narrated over Fuse's training exercise, when he is about to shoot the instructor he sees Kei and gets shot himself. Fuse keeps questioning why he didn't pull the trigger and the answer is obvious because he is human. The film even answered the question in the beginning, a police leader said that Nanami was only a minor and she was more of a victim then a terrorist. Kei described Nanami as being a pure person, straightforward and stubborn which all fits Fuse.

Henmi is a wolf. When he first meets Fuse it's in front of a wolf display he actually places his hand on the glass facing a wolf and his reflection overlaps on the wolf. He tells Fuse that a wounded animal with no way to survive won't make it which happens to be his fate. He really can't understand why Fuse didn't pull the trigger even in the end when it's kind of obvious. When talking to Muroto about Fuse he tells Henmi in stories where humans get involved with beast it doesn't end well which happened to Henmi. Henmi uses a trick (tracking device) thought to him by Muroto who is a wolf. Ironically Fuse took Henmi's own advice when what to do with wolves, shoot them before they tear your throat out. Finally, when he shows up to capture Fuse and Kei the full moon appears right behind him.

Kei is a wolf. In Rotkäppchen the wolf pretends to be LRRH's mother and plans a trap for her. Kei pretends to be Nanami's sister to trap Kei. Like I said before during the training montage Fuse takes on the role of LRRH while Kei is the wolf. When Fuse takes Kei to the museum she also touches the glass in the wolf exhibit and her reflection overlaps on the wolf as well. During the trap Kei stands in front of the wolf display.

Muroto is a wolf. He is part of the Wolf Brigade. In the training exercise where the story of Rotkäppchen is being told he is takes the part of the wolf. He also can't understand why Fuse didn't shoot when the answer is obvious. At the end of the film he says the end of Rotkäppchen where the wolf eats LRRH. In context of the movie Muroto, Kei, and Henmi play the part of the wolf in and eating LRRH is taking away Fuse's humanity. At the beginning of the film Fuse couldn't kill Hinami because she was a little girl. In the end they all played in a role where he was put in a situation where he had to kill someone he didn't want to.
