Okay, I've now seen a better-written summary and it does seem that the villain's plan was specifically to guilt-trip Shingo so the example does in fact make sense.
The first example seems a bit off. The plan just not being as evil as it could have been doesn't really merit What An Idiot status. There's no indication given that the people being alive actually hurts the plan. I looked up a summary of the episode in question and there was a plot point of a kid thinking that one of the heroes killed his father (actually one of the robots), and killing the real father might have made it impossible to prove he didn't, but the summary was pretty unclearly written so I'm not sure if that's what they meant or how it actually played into the villain's plans.
