Gibs actually is working towards the greater good. During the fall of Titan MAXIMUM, he became aware of a greater threat to humanity (possibly the aliens that was found on the redneck planet) and knows that separated as they are, they will not survive. He purposefully gets Jodi arrested because he doesn't want her on Mercury because he was going to blow it up. (And he does still care about her.) The asshole front is so he can a) appear socipathic and b) have some fun at the expense of humanity.
Alternatively, this is a Code Geass thing, and he wants to unite humanity under a common enemy.
