I think it was just chosen during early access and never changed. I do think it kind of works, though, which is why no one has brought up changing it before now. Or at least the first part does set up the beginning stakes pretty well. Searching for a cure for your parasite is the main plot for most of Acts 1 and 2, and Raphael is the first major villain to really appear in person even if he doesn't remain quite as prominent into Act 3. Maybe even just cut it down to the first two lines?
And, well, if Raphael isn't the main villain, Elminster is only in one or two scenes, and the launch trailer script is pretty generic. Maybe something from the Narrator or the Dream Guardian, though I'd have to go through some of that dialogue again to find something.

I agree, but that's kind of a structural issue — the actual main villains don't appear until late in Act 2, so finding quotes that aren't spoilers is a little tricky.
Both "I could fix it all like that," and "that's when you'll come knocking on my door," do give the impression that the whole game hinges on Raphael, which it doesn't. But the rest of the quote ("One skull, two tenants, and no solution in sight," "Try to cure yourself. Shop around — beg, borrow and steal. Exhaust every possibility until none are left") is what you spend most of two of three acts invested in, so it's kind of pithy and apt. But it seems inelegant to chop up page quotes and stingers to make them work.
I'm sure there's a better quote, we'd just need to find it. It might even be a back and forth between more than one character.

There might be a line or two from Auntie Ethel as well that might be appropriate as well, possibly before she reveals her true self. I'll try and track down some more when I get the chance.

The cult of the absolute shows up immediately after the prologue, so that's not accurate. They are there the entire game.
But we don't know what the Absolute itself is for most of the game. When you said Raphael wasn't a main villain, I took it you meant as opposed to the Chosen and the Netherbrain. So what I meant was that the cult in general aren't the main villains, they're the villains' minions.
If that's not what you were trying to say, my apologies. But that's getting caught up in semantics. I'm just saying there's a lot of quotes that could more directly comment on the main plot that are spoilers because the actual nature of the Absolute and its Chosen is played as a mystery for most of the game.

I'm just saying the absolute is presented as the main villain from the first act and remains so to the end. So a quote about the Absolute seems more fitting than Raphael humblebragging about how you'll come crawling back to him.
Heck the Elminster quotes is from before you learn what the Absolute even is.
Some quotes from Ketheric, Orin, Gortash, or the Netherbrain would be a little dicey for spoiler reasons, that's all I'm trying to say. It has more to do with the current Raphael quote than the Elminster quote, as in I imagine it's why nobody's tried to change it before now.
There are plenty of other quotes. I don't really foresee finding a better one being a problem. It'll just take a little time, maybe let some other people weigh in.

Any reason we go with Raphael as the page quote? Feels kinda weird when he's not in any way the main villain yet we put a quote on the page that makes it sound like he'll be. Feels like there's way better lines to go for?
You have Elminster's line from the launch trailer: "The Absolute is more dangerous than you can possibly conceive. It threatens all who live, even those who are undying. It threatens the gods, the weave, the very fabric of the universe itself."
At least this one is about the main plot?
