Maybe that's just actor James Cromwell's expression. Maybe screenwriters George Miller and Chris Noonan originally wrote the script as having Farmer Hoggett actually be depressed.
With regards to the christmas scene and the unwrapping of the doll house - I'd always taken Hoggett's expression to be one of amusement at the brattishness of this kid. Seeing the opinion that he's holding back tears made me just buy the movie again on Amazon - I'd not seen it in years, and yeah it definitely looks as though he has a little grin to himself.
