I don't think we know enough about the God Hand to call them complete monsters. The series may not be finished due to Miura's death, to be fair, but they operate as a group and we don't know much about who they were. The series has an incredibly high heinousness bar that only a few characters can fulfill, usually by combining rape and murder like Wyald and Griffith
