Seconded, I don't see how it anyone's fault but Locarno's, and the other cadets share some blame for going along with it. Starfleet's done a lot of things; I don't think this is one of them.
Why did all these completely unsupported entries about how actually the whole thing was Starfleet Academy's fault get added? Maybe you could make a case for that, but you need to show your work, and the Troper who added them all didn't, at all.
