re:cut. - keep this. Bad and outdated interpretation of the rules.
The difference between Nightmare Fuel and High Octane Nightmare Fuel is to do with intent. If the creator intended to scare, it's High Octane. So Grizzly Tales For Gruesome Kids is High Octane Nightmare Fuel, because it's meant to be scary.
