She puts on girth for her crime fighting career, but slims down for her modeling career. At one point she narrates "I can be the hottest woman on Earth if I like."
Because she's a supermodel who has the ability to add fat to her body, who becomes super strong when she becomes super fat. The line about being "the hottest woman on Earth" isn't meant literally - it's a reference to the fact that she's a supermodel (sort of like saying "I could get any man I want") - and is in the context of her musing about how she's naturally beautiful but chooses to make herself obese to fight crime. She can't actually control her appearance beyond her body fat content (though she could conceivably make her breasts larger; it's never really been explained whether she can control the distribution of fat. We've only ever seen her in supermodel and "Lady Blob" modes). And it's been revealed that she had to vomit up all her extra weight to get back to small size, so she most likely doesn't have much fine control.
