The reason some phone switches did this (and some still do) is simple: (Multi-)Party lines. If your phone is on one of these and you want to dial to a separate line, no problem. If you want to dial one of the other parties on the line, you dial and hang up, then wait for the ringing to stop, indicating the other party has picked up, then pick up yourself. (The different parties are indicated by different patterns of long and short rings.)
