What if the example features a villain who wasn't in a school setting with the main characters, but was a bully when he or she was a kid nonetheless?

Does the bully has to be the villain? Can't the trope be changed to have a more general approach regarding encounters of one character with his former bully?.

I was taught in a school assembly that if bullies go unpunished by their graduation, they could think that they can do what they want, even to their children. Can that be a real life example?

Some of the examples on this page are not examples of the trope where the bully grows up to be a monster. Some of them are examples of where the bullied grows up to be a monster. Should we separate this into a different trope?
