It's the latter. Examples that are only "this character has pink hair" are misuse.
"Learning without thinking is labor lost. Thinking without learning is dangerous."
Is this trope just about having pink hair, or is it a trope about personality traits shared by characters with pink hair?
The page description seems to suggest the latter, but the trope's use on this page and others seems to suggest that it's just the presence of the color.
