Evil Morty has been added as an example, removed, and added back again.
Personally, I don't think Evil Morty counts at this point in time. As per the trope description:
There will be times in a story where, after a period of absence, a former Big Bad will return to reclaim their role.
Meaning, the former Big Bad needs to once again become the Big Bad. As of the latest episode, Evil Morty is an Anti-Hero / neutral type character and not the Big Bad. If he returns later as the main villain, then he can count. But at this point in time, he hasn't gotten there yet.

Right now Evil Morty fits Ex-Big Bad better.
