No it does not.It belongs to the Republic of Ireland and is administered by Donegal County Council.But as you have stated it also does not belong in this trope.

Rockalls sovereignty. The sovereignty of Rockall Island is disputed.It is under discussion in the UN ie. a matter of "serious" diplomacy.Therefore no poster can unilaterally claim what nation has sovereignty over it.To do so is arrogant,highhanded and FACTUALLY wrong.
