There was at somepoint. I have an old encyclopaedia that says Pandas were really members of the raccoon family, and I remember children's tv shows that dealt with wildlife describing them as not really bears (ah The BBC of the early eighties).
Was there ever any serious doubt as to their ursine nature? Having an identical skeleton to a bear makes you a bear.. Surely this was just confused with the "koalas aren't bears" and "are red pandas raccoons or not?" debate.
