Putting here to explain
- Is that really lightning? In the Strikers side manga, she used an attack which specified that it was releasing actual lightning in order to defeat a magic-resistant enemy. That would suggest that her normal spells are more lightning-themed then lightning-based.
Yes, it's lightning, just created via magic. It's mentioned in the side-materials (explained the DVD booklets, I think. Definitely shown in the flashback scenes involving Erio in the manga) that mages like Fate who are lightning-attuned can produce them at will. She just couldn't use them on that enemy you mentioned since they cancel all sorts of magic that hit them, requiring her to perform weather manipulation to summon natural lightning from the skies.

Just wanted to point out that while Hollywood did skew the "Lightning creates life" thing WAY out of proportion, scientists DO actually believe that lightning can create life.
Or rather, *created* life on this Earth as we know it.
Since I don't want to make a post that will make you go tl;dr, here's a synopsis: Miller and Urey theorised that, in the atmosphere of the early earth, it was possible to create the building blocks of life(Read: Amino acids) with just a few base components. They used water(H 2 O), Methane(CH 4), Ammonia(NH 3), and Hydrogen(H2). With just these 4 components, they were able to create ALL 20 amino acids, from scratch, just by passing them through a cycle that involved evaporation, electrocution, and condensation, in the course of a week. Later, it was discovered that they were very minimalistic in they're estimates, and the early atmosphere contained even more elements, which meant even more new elements were created(Sugars and stuff).
