Pretty sure two of The Felt in Homestuck’s Midnight Crew Intermission, Trace and Fin, have powers akin to this trope, being able to interact with the past and future of other characters respectively.

Chao, from Negima. Correct me if I'm wrong, but the way I understand it, that wasn't really a matter of being "out of phase". It was more of a "temporal dodge" - she would jump forward to skip the instant when an attack would land, so that when she "arrived" it would be safe.

Wasn't one of (2000 AD's) Sláine's enemies a monster that lived half a second out of sync?
