I'm not sure about The Neverending Story — I don't remember there being any indication that, in general, the Fantasticans don't simply speak ... well, I was going to say English, but I guess it would originally be German. There's a lot of Trapped in Another World stories where the other world inexplicably speaks the language of the protagonist, and this one actually comes with an implicit explanation (the people of Fantasia speak the language the book-within-a-book is written in, which is the language Bastion speaks).
