Correct, if by 9 to 5 you mean 9-2. Also, the copious number of religious holidays in strongly Catholic regions pretty much doubles the effective vacation time most people get.
Germans only get more time off because laws were passed so people didn't work to hard. Sometimes stereotypes are true. Americans do work a lot though.
