I did some reading, and I believe that this would, indeed, work on a Molotov Cocktail, but you would have to wait until the cloth attached to the bottle is alight first. And it probably wouldn't explode.
Also, I noticed there's no Metal Gear Solid 3 example here. In that game, you encounter some flamethrower troops in a single area that can be killed in this fashion. I cannot, however, remember if they explode or just burn to death.
This is averted with The Fury, however, but I cannot remember if shooting him in the Fuel tank does anything. I know his suit protects him from flames and explosions, but you can rip through it with bullets if you are inclined.
