Would a reversal of this situation where the recipient of the explanation is the one having the "Oh crap!" reaction fall under this trope, or is there another trope for that?

Usually this setup has the person receiving the explanation in a prolonged reaction shot, where each point of the explanation builds the Oh Crap! reaction. This often includes ironic echos, as the points are well-known to the person but the explanation puts them in perspective. The person giving the explanation is usually oblivious to the effect it's having.
Should there be a version of this trope for the "Hell, Yes!" Moment trope? I can think of at least one example, Doctor Who, the Christmas Invasion, Rose slowly realizing that the translation working again means The Doctor is awake again.
