While Western cultures (e.g. USA) don't haggle on commercial retail, "bargaining" which is just haggling by another name is actually quite common when it comes to used, damaged, or surplus goods, because the retailer either doesn't want to hold the item, or take the trouble of disposing of it, or knows full well they're never likely to sell it at price anyway. It's also very common in private sales such as bazaars, yard sales, flea markets, etc.

This seems pretty chairs-y to me. Just "people haggling" isn't much of a trope.

Yeah. Someone who always haggles to show they're cheap, or someone haggling to show they're comfortable in their environment are actual tropes, but "haggling" isn't inherently a trope.

Or when it appears as a game mechanic.
