Forgive me if I'm wrong, but I thought only select cities (Vegas, Atlantic City, etc.) legalised gambling in North America.

It's a little more complex than that but basically yes.
There are tribal lands where the rules don't apply the same.. (I'm in washington state and about 4 minutes from a casino on tribal lands for example.) But that's pretty much true.
It seems to say that renting is illegal in Japan. Which is fair enough, could be true for all I know. But that's followed by a few sentences describing that they made games more difficult in order to make sure people couldn't finish them in one rental period. So, they're more difficult to dissuade people from doing something they can't legally do anyway?
