I think claiming the FOX special as the Trope Maker is pretty absurd. Trope Codifier, sure. And definitely caused a resurgence, but not the maker.

The trope is stated to be from the mid-1990s, but X-COM example is several years older. Perhaps the real source is still older? Could it be the ufology books from 1980s that inspired X-COM? Or maybe even something before that?
