Both ATLA and TLOK not only took pains to show how devastating Airbending could be when used offensively note See: Pacifist Monk Gyatso taking out a score of comet-enhanced Fire Nation soldiers, Zaheer - who only knew Airbending on a theoretical level - steamrolling every bender in his path, until facing off with master Airbender Tenzin) but showed its efficacy was increased by its rarity (meaning few other benders had even encountered it by TLOK, let alone knew how to counter it).
At a minimum, Airbending was portrayed as on par with Firebending as a combat discipline.
