Even I made the same error that another user has: the Headscratchers page is where you ask a question and answers. It's not where you discuss with follow-up questions. Do that here.

You can find a full quote of the Admonition's message there. The message clearly states "beyond the boundaries of space and time". It's reasonable to assume that the Higher Synthetic beings exist outside of their universe on a different plain of existence.

They don't pop into galaxies when they feel like it. They only show up when explicitly called using a specific set of subspace frequencies transmitted via a subspace beacon. The message has the frequencies encoded in it, but it doesn't provide a how-to manual for building a beacon. The Higher Synths are operating on the assumption that:

1. You can see that star system. 2. Build a starship to reach the planet with the Admonition on it. 3. Either not go nuts or be a Synth capable of reading that message. 4. Finally, assuming that you know what Subspace is and can build a transmitter, and that you really want to place a call, build a beacon and activate it.

The Synths, led by Sutra, built a beacon essentially from scratch and programmed it using the frequencies that were encoded in the messsage. The Higher Synths didn't seed the Universe with beacons. That said, they could've seeded the galaxies with Admonitions with information on how to call them, but you'd still need the knowledge just to get out there in the first place. That makes it impossible for someone to call them by accident.

Okay, can someone else step in and fix this latest issue with Headscratchers? I think I'm making the same mistake again.

I still don't think it makes sense why Maddox had a separate lab when the colony where Soong and the Synths live already has everything they need. So again, what's with Maddox' lab? Could he have been working on something else involving Borg parts?
