In "Broken Pieces" was Soji really threatening anyone?

Yes, she made it clear to Jurati that she wasn't going to let her kill again. But it seemed more along the line of someone letting a suicidal patient (and Jurati is suicidal) know that if she posed a danger to herself or others she'd be restrained.

Soji also did hack Rios' ship (and he and Picard did discuss Soji as a potential threat), but no one was hurt and she made it clear she wasn't going to hurt anyone. Her only intention was to get back to her home planet quickly and warn her people of danger. That's someone who is acting to protect her family, not a person acting out of malice.

As to her violent outburst, that wasn't directed at anyone but herself because she gave up information on her home world. She was blaming herself.

So, is she really a threat as the Zhat Vash claimed? I just don't think the entry under Fridge Horror is accurate.

I certainly didn't interpret it as a threat. Frightening, yes, but then who wouldn't find it frightening to find themselves confronted by a very angry woman who could literally tear the bulkheads off the walls and bend the structural framework with her bare hands if she wanted to?

What's frightening is the unknown. Once you understand someone's intentions, it gets a lot less frightening.

So what if she can tear apart things with her bare hands? Big deal. People have killed other people with their bare hands long before Soji ever existed.
