No, it's not. Wong Fei-Hung is an incredibly popular character in Chinese folklore, so although he is in both movies as roughly the same character, it doesn't mean they're related.
Was this movie a prequel to Once Upon A Time In China? It says so on this and that page, but I thought they were completely separate series.
