Ratliff wrote these stories as part of his therapy for learning disabilities. He had a great sense of humour and enjoyed the mocking of his works, especially the MST 3 Kings. He knew his spelling and grammar were horrible. His writings were a way to help correct that.
As for "spell check is down" - for those of you who weren't yet sentient in 1993, "spell check" at the time was usually a program you had to run intentionally, often inside your editor program, and not something run automatically. If the spell-checker software wouldn't load, you were SOL.
