Mach Rider 1985. Right. Let's break this "twenty-five years and still not fighting the C'tan" nonsense down.

1. I do not think you appreciate how difficult reconstruction is, especially after Earth has taken both the Second and Third Impacts. How long did Germany and Japan take to recover after the World Wars? Decades. Now extend that to most of the planet, after two near-apocalyptic disasters that make the World Wars look minor. I'd say 25 years is optimistic, maybe too optimstic even with 40K tech. Which brings me to my second point.

2. Necron tech is far beyond the rest of the 40K factions. Even with the hybrid thing NewChaos has going on, they are never going to beat the Necrons in a fair fight. That means needing numbers, way more numbers. Imperial Guard casualties can run into millions in a single day - you know how fast that would burn through Humanity, assuming they manage to get Earth back up to modern population size? Even with superior tech, let's say the hybrid tech is enough to reduce the casualties to a tenth or hundredth. That's still many thousands of lives through the grinder in a single day. Imagine having to sustain that for months, years, or even more, across Emperor knows how many planets. Who knows how much of the galaxy has to be reclaimed from the Necrons? Or if it's even only just one galaxy. The required manpower alone would depopulate modern Earth so many times over.

3. That's not even going into building the infrastructure needed to mass produce equipment, wargear, spacecraft... Logistics on a galactic scale is a nightmare.

In summary: You have no idea of the sheer amount of work NewChaos needs to do before it can even remotely stand a chance of facing the Necrons. I correct myself: 25 years is too optimistic. So no, I reject that assertion of yours.

How can these idiots be so dominating when 40K tech is so RIDICULOUSLY primitive and ineffectual? I've played 40K and BFG for a while, and they should not ever, ever, have this sort of advantage over any of the other factions involved. Vita (given want she's shrugged off in the past) should have shrugged off a bolter shot (a low-calibre grenade-rocket. woot) without noticing. The Eldar cannon on the STILETTO doesn't even exist in-game. Most 40K ranged personal weapons are notorious for being unable to kill anyone effectively, which is why the game is usually a mess of heavy weapons fire followed by predictable melee. So why do these guys get to beat up on everyone? 40K tech is basically the essence of crap.

Yes, that's game mechanics. In fluff, the lasgun used by Imperial Guardsmen, commonly regarded as the weakest gun around and given the nickname "flashlight", blows limbs off easily and goes through feet of concrete - equal to a modern crew-served heavy weapon in other words. It only goes up from there. The problem is that everything else in 40K is tougher than a mere human. The Imperium of Man's infamous Exterminatus involves sterilising whole planets of life, which is no mean feat and a higher baseline than Star Wars, for whom planet-killing is an outlier. 40K is very much a powerful faction.
