Confirmed in issues 4-5. Hell, we don't know how long it's been since the real Fury has even shown up anywhere.
If Fury was apparently immune to the Watcher's eye's effects, then I think it is possible the Nick Fury that was killed by Winter Soldier is actually a Life Model Decoy.
