Not claiming that he's a badass (at least not when compared to Rake, or Brood), just that everyone underestimated their ability to, not beat him, I suppose, but to intimidate him into staying in his place. Most of the characters treat him with serious contempt (not that I necessarily blame them) and seem to think that they can scare him into staying loyal and cowed. Is there another trope this would fit better? Not So Harmless maybe?

So can I. It's not so much that they underestimated Kallor's abilities, as they did his willingness to use them. I can get behind Not So Harmless.

It had been established that for all his victories, Kallor cherry-picked his opponents and shied away from top-tier opponents like Whiskeyjack or Dancer (and stayed the hell away from fighting Ascendants like Brood). No one denied that he was a strong warrior, just nowhere near what he claimed.
Also, Whiskeyjack clearly had him on the ropes in their fight until his injured leg gave way..
And besides. An epic backstab does not a Bad Ass make.
