should Mowgli Ranjan and Shanti from the two animated Disney Jungle Book Movies maybe be exempt from the does not like Shoes Category?

as according to the Does not like Shoes Trope Page if the work portrays a society that either does not have Shoes or if none of the other characters wear Shoes than it doesn't count.

point is in the Jungle Book 2 from 2003 we obviously see more of the man village and its people and during which we see that some adults do wear Sandals which is the only kind of footwear they seem to have in the Village but when it comes to the children they are all always seen Barefoot.

and while the Dress standards for the kids varies a lot from some of them being Like Mowgli and Barely wearing any clothes to some of them nearly being fully Dressed but regardless of how much or how little they are wearing they are all always Barefoot.

seemingly indicating its not expected of the kids to wear Footwear and people only start doing so when they are adults so if that's the Case then it wouldn't be expected of Mowgli Ranjan and Shanti to wear footwear so does that mean they should not be in the does not like Shoes Category?

as it states that the Trope doesn't apply if the work portrays a society where none of the other characters wear Shoes and in this case it is kind of that. as its only the adults seen wearing footwear but all of the kids don't and aren't expected to.

so should this make Mowgli Ranjan and Shanti exempt from the Trope? as its seemingly the societal norm as opposed to a choice by the character's themselves due to their personality.
