From when I checked out the VODS, Wilbur was telling Techno that when they were done they would be making a society without hierarchy and acting as if he agreed with Techno's philosophy, which Nov 16th proved to not be the case as he sets back up the presidency, which sets off the piggy and leading him to help destroy L'manberg (with additional nudging from Dream to join Team Chaos...speaking of which, we probably should add that detail at some point). Hence, being used part. That said, I also don't discount Wilbur overapologizing. After all, he had no idea that New L'manberg would try to kill Techno, and isn't responsible for their decisions.
I've been busy all day so I haven't really had time to respond, but do you have a VOD link to verify or prove that?

Specifically on c!Wilbur's "Bust" stream apology, here's the main thing: even though he claimed to have "used" c!Techno, when checking the original VODs, I'm pretty sure this wasn't what actually happened back in the Pogtopia arc, as are many others, and it's safe to say c!Wilbur was being an unreliable source of information for what happened... especially since he spent over 13 years mentally in almost complete isolation, it's likely he either misremembered some details or was overapologizing in some way.
